This is a WONTFIX.
You can not expect Dolphin will launch konqueror (even is it manage some
kioslaves) as you won't expect writing help:/ in amarok to launch konqueror
(Amarok also manage some kioslaves).
If you want to launch whatever application is better for help:/ and you don't
know what's it is, then you should use krunner.
We can write a bug in KDE but it will be closed as WONTFIX.
Currently dolphin will show a message stating that help:/ is an invalid
protocol, IMHO this is the perfect response.
