After I start the computer, the situation is a "null" down device:
# hciconfig
hci0:   Type: USB
        BD Address: 00:00:00:00:00:00 ACL MTU: 0:0 SCO MTU: 0:0
        DOWN 
        RX bytes:0 acl:0 sco:0 events:0 errors:0
        TX bytes:3 acl:0 sco:0 commands:1 errors:0

If I unplug the USB dongle an plug it again, it becomes a "real" up and running 
device:
# hciconfig
hci0:   Type: USB
        BD Address: 00:13:46:00:55:A0 ACL MTU: 377:10 SCO MTU: 16:0
        UP RUNNING 
        RX bytes:657 acl:0 sco:0 events:18 errors:0
        TX bytes:327 acl:0 sco:0 commands:21 errors:0

This is much better. But it is still not functioning:
# hcitool scan
Scanning ...
Inquiry failed: Connection timed out

though my mobile Bluetooth telephone is Bluetooth visible (and has
always connected without problem under 8.04)
