Public bug reported:
After upgrading from 8.04 to 8.10 my account cannot:
-Unlock the User Settings
-the option to Shutdown etc are missing when clicking the green 'Log out of
this session' button.
Using 8.04 I never used any policy nor changed any security setting,
this was a single user desktop.
