In nm-connection-editor, on any connection, choose "Edit", toggle the
value of "System setting", choose "OK". The change does not take effect.
Retry, but this time arbitrarily perturb some other configuration before
choosing "OK". Now the change does take effect.
It feels like there is a "did the user actually change anything"
function which is failing to consider the "System setting" value.
