I could reproduce this in 8.10.

Open menu Places / Computer
Right click on your cd/dvd player, choose Eject (make sure you didn't have any 
cd, and that it's not mounted).
An error dialog should popup.
Try alt-tab to another application.
Now try to alt-tab back to the error dialog. You can't. It's in the background 
and the only way of getting it back is to minimize every other window.

The error dialog is raised by gnome-mount.

It should be raised in a way that it should be accessible through alt-
tab, or that it should appear when we alt-tab to the Computer window.
