I can confirm this on kubuntu 8.10. When the ethernet cable is plugged logout, shutdown and reboot don't work. I have to lgin to ttyX to manually accomplish those actions. When the cable is unplugged everything works properly. Suspend and resume don't seem to be hit by this bug. I'm changing the bug to confirmed.
