I forgot about iwconfig.  I've just looked at it on my working wpa2
system.  Here's the output:

lo        no wireless extensions.

eth0      no wireless extensions.

eth1      IEEE 802.11  Nickname:""
          Access Point: Not-Associated   
          Link Quality:5  Signal level:218  Noise level:163
          Rx invalid nwid:0  invalid crypt:231  invalid misc:0

pan0      no wireless extensions.

Curiouser and curiouser, as obviously I am associated.  Maybe Network
Manager preempts iwconfig in some way?  There's another thread about wpa
enterprise here:  Bug #272185

My network is wpa personal.  I don't know if that means mine and your
problems are different.  Does resetting your security to WPA2 work
(assuming you have access to settings)?
