Public bug reported:
The Western Australian government has decided to do a 3 year daylight
saving trial starting in 10 days. So the "Australia/Perth" time zone
data needs updating.
There is a proposed patch available here:

Hopefully there will be a new tzdata upstream release available before
3rd December.
