This still isn't fixed in Interpid - with a new user, and desktop
effects enabled, I have two workspaces and the "Keyboard Shortcuts"
dialog offers options for "Switch to workspace 1" and "Switch to
workspace 2". After increasing the number of workspaces to 4 in one row,
the dialog still does not offer options to configure shortcuts for
workspaces 3 and 4.

Configuring the shortcuts for 1 and 2 works fine though.

I have Intrepid fully up to date but still can't configure shortcuts for
more then 2 workspaces.
