This error happened after Upgrade Manager attempted its routine update today. 
Update Manager failed and suggested running 'dpkg --configure -a' to fix the 
problem. I ran this as root and it reported a failure to run 
system-tools-backends.
Reboot was successful, but now whenever Synaptic or Update Manager is run it 
seems to successfully install packages but ends with the same 
system-tools-backends subprocess error.
The apt/term.log showed:
