Tim, the unloading of network modules was removed from the pm-utils script in intrepid, since that was actually a kernel bug. Thus the restarting of /etc/init.d/networking was dropped, too, since this is evil and just a workaround.
What kind of network device do you have in your config, ethernet or wifi?
