I think that a good long term solution would be that there will be a popup, 
when you choose shutdown from the user account, which will indicate that there 
is still a guest or other session open. Then there could be an option to close 
the running session before shutting down the computer.
I agree that the current behavior is confusing and changing the policy would 
solve this issue for now.
