Public bug reported:
When using Audacity 1.3 and exporting a file to MP3 at 128kbps, it adds
very strange audio artifacts to the file. When exporting the exact same
file using the exact same version of liblame with Audacity 1.2 also at
128kbps, the exported file is nice and clear with no audio artifacts, as
it should be. So this is a bug with Audacity 1.3 itself and not with
liblame or some other file.
