I can confirm that this is not a bios problem. Previous Ubuntu releases did not have this problem with the same computers. The problem is that the PCI:XX:YY:Z line is required in xorg.conf, which it was never required before. Previously, Xorg would just use whatever video card was set as default in the BIOS, instead now it doesn't.
