Public bug reported:

Binary package hint: atheme-services

Whenever the system reboots atheme-services fails to reload and refuses
to do so properly until an apt-get purge and install are done. This
install will last until the next reboot. Unfortunately I am unable to
produce anything that will point to it but anything that you need can be
easily produced. This issue is consistently reproducible.

The symptom of the service not starting is that it will show that it has
"loaded" however it does not show up in the process list. Also services
supplied by it are not available.

Note I have tried a few things here.

Used the base module list (only required setting changes like uplink)
While it was working tried to stop and restart the service manually (which
worked fine)
A reliable strace cannot be made. Both the working and non-working setups
ended with a session detachment since it goes into the background.
A reliable backtrace cannot be made. The non-working install ended with the
message that it terminated normally. No stack or registers available. The
failure happens after the detach.

So for some reason it doesn't like the reboot. I am really scratching
my head on this myself.
