I've also confirmed that this can be reproduced simply by the following:
1) Log into GNOME choosing 'English' as the GDM language
2) open a terminal window
3) explicitly set  'en_US.UTF8' (export LANG=en_US.UTF8)
4) start 'kate' from the command line
5) input the came character as above or open a text doc containing that 
character and it will be displayed incorrectly
6) close 'kate' , in the terminal explicitly set 'ja_JP.UTF8' (export 
LANG=en_US.UTF8)
7) start 'kate' from the command line again
8) character will be displayed correctly this time.
