I had this problem on my Dell desktop, too. I ended up following these instructions https://help.ubuntu.com/community/HdaIntelSoundHowto And I ended up adding this line to /etc/modprobe.d/alsa-base and rebooting and I didn't have the scratchy noise anymore: options sna-hda-intel model=dell-d82
