Public bug reported:

I have Ubuntu 8.10, English version

1. Default language of my user was English 
2. I installed language support for Polish and Japanese (scim 1.4.7-3ubuntu10)
3. Scim input (used for Japanese) method was working - scim icon was visible in 
the tray and I was able to switch the Kanji/kana input with keyboard keys
4. I changed the user language to Polish on the login screen and logged in
5. Scim input is NOT working. The icon is not there. I cannot change kanji/kana 
input.

Such a situation appread already with in Ubuntu 8.04. Maybe I am doing 
something wrong but I dont know what.
I am able to resolve the issue by modyfing manually the  
/etc/X11/xinit/xinput.d/scim file but It would be nice if it just worked out of 
the box.
