I can't for now, but there is no need to - this is rather a feature request 
then a bug.
Yes, there is no such a feature yet. I remember times when I could set it up in 
xorg.conf, but in latest X11 configs there are no such command - to lock (or 
activate?) 1st/2nd keyboard group.

Such a feature would make group switching easier - no need to look at
keyboard, even at LED, to know what group is now on.
