I had the same issue, but today I realized this:

[...] Application Name: 'Rhythmbox'; Class: 'Rhythmbox'; [...]

As you can see, the application name starts with a capital letter. So I
modified my rhythmbox.ds like this:

(if (is (application_name) "Rhythmbox") 
  (set_workspace 3) 
)

and it works now!
