I got bitten by this bug, but only just now with Intrepid; it wasn't a problem
in Hardy, Gutsy, etc.
More curious still is that an Ubuntu Live CD displays the splash fine... yet an
install does not.
But test adding vga=791 to the boot parameter of the installed system does get
a display going (albeit not centered)

My video card is an MSI RX9250 T128
My monitor is an Acer AL1916

Some info on my system:

sudo lspci | grep VGA
01:00.0 VGA compatible controller: ATI Technologies Inc RV280 [Radeon 9200 PRO]
(rev 01)

cat /etc/usplash.conf
# Usplash configuration file
# These parameters will only apply after running update-initramfs.

xres=1280
yres=1024
