Public bug reported:

Binary package hint: bash

After updating to Ubuntu 8.10 on two different machines, when logging in, any
shell scripts executed by .bash_profile or at the command prompt that do not
contain as the first line '#!/bin/sh' hang or freeze and will not respond to
ctrl-C or ctrl-Z. The only way past it is to kill the bash process. Adding the
first line '#!/bin/sh' to the shell fixes the problem.
Previous releases did not seem to have this problem.
I can reproduce the problem on demand.

** Affects: bash (Ubuntu)
     Importance: Undecided
         Status: New
