Binary package hint: update-notifier
This started in 8.4, I recently upgraded to 8.10 and it still exhibits
the same behavior.
update-notifier:
Installed: 0.71.8
Candidate: 0.71.8
Version table:

When updates are available by running System->Admin->Update Manager I
don't get the update icon in the upper panel.
The update-notifier is in the sessions list and is reported running by
ps
0 S 1000 6464 6160 0 80 0 - 6766 poll ? 00:00:01
