Thank you for reporting this bug and helping to make Ubuntu better.
Package updating is a resource intensive action (processor, network,
harddisk) it is quite possible that this is a legitimate use of
processor. On my current system (P4 3.2 ghz), package updating requires
100% of my processor for brief periods of heavy activity. The eeePC
contains a 1.6ghz atom (correct me if I am wrong) To better diagnose
the problem you can try running a system update from a terminal within X
and monitor the processor usage with htop/top. Additionally, you can
run a system update from outside X by hitting ctrl+alt+F1 and monitoring
the processor usage using top on ctrl+alt+F2. The terminal commands for
software updating are sudo apt-get update and sudo apt-get upgrade .
