I beg your pardon - it seems I aonly addressed the second part of your
problem - the first part, the absence of the wsgi.load file, is still
unexplained.

buuuuut - that's not a problem either, except arguably one of naming 
convention.... the mod_wsgi .load file exists and is named
/etc/apache2/mods-available/mod-wsgi.load 

It's not consistent that this module has a "mod-" prefix and the other
don't, but it is there.
