Line: You could try looking in your theme folder and finding the background of your brand new task bar. Scale it by 200%, save it, possibly reinstall it, see what happens.
Icons: It's probably a bit of work, but replacing the 'Pidgin is online' icon in your theme with something small (Windows Live icon?) might override your scalable standard icon.
