Public bug reported:
Take just about any tarball and do the usual ./configure && make && make
install. It will almost certainly refuse to work because it can't find
its libraries.
/usr/local/lib needs to appear in /etc/ld.so.conf, or LD_LIBRARY_PATH
needs to be set in /etc/profile by default.
