I can confirm this. I did "aptitude install emacs" and it pulled in all
the emacs22-gtk dependencies etc. There is no Emacs in any of the
submenus of the Applications menu.
There is a file /usr/share/applications/emacs22-gtk.desktop but it does
not appear to do anything. Ditto for the emacsclient .dekstop file.

emacs22-gtk: /usr/share/applications/emacs22-gtk.desktop
vnix$ dpkg -S /usr/share/applications/emacsclient-emacs22.desktop
emacs22-bin-common: /usr/share/applications/emacsclient-emacs22.desktop
/etc/xdg/menus/applications.menu contains a "Development" section which
appears to control the Programming sub-menu, which attempts to include
emacs.desktop, but of course, no such file exists. (I don't pretend to
understand how this works, so maybe this is just a red herring.)
