I understand that ports kernel remained in .25, but the x86 kernel is
.27 and the vmlinux package for these architectures should be available
somewhere. After all, the vmlinux file is there somewhere on the build
servers :) A way for it to be available to users should exist, even not
in an official package.

What's your opinion on this? Maybe a separate package should exist. [
I'm not familiar with the process that was taken to move only x86 and
amd64 kernels to .27, but I honestly think this is something missing.
