I believe all that is needed is to make rosegarden stop depending on 
kdebase-bin.
Whatever it wanted from kdebase-bin, it's not getting now, since everything in 
kdebase-bin is now KDE4 and rosegarden is a KDE3 application. It seems to be 
running fine without the components that were in the KDE3 kdebsae-bin. For this 
reason I would think that dropping the dependency wouldn't harm anything 
functionality wise, but would stop the Dolphin dependency.

Konqueror would also bring Dolphin in, but since rosegarden depends on
either konqueror | www-browser, non-kde users should be fine.
