If /usr is on a separate partition, then it can't be mounted unless udev
has run, because /dev/hdaX doesn't exist :)

There's no clear bugs here, please file individual bugs for real
problems rather than a wishy-washy bug like this.  udev is started
earliest of all things, precisely because /dev is needed to do
everything else.
