You're right...modules is a directory in /etc. Although I did manually
change anything.  It contains a plain text file named
/etc/modules/udftools which contains the following text:

alias /dev/pktcdvd* pktcdvd
alias block-major-97 pktcdvd

so there is definately something broken in udftools, while fuse should
probably show a proper error message here, the fact that udftools seems
to create a dir and puts a file there seems serious.

can you execute: 
dpkg -S /etc/modules/udftools

do see which package did actually  put that file there ?
