I've got this problem too. Tried using the disable AutoAddDevices temporarily workaround and this fixed the problem but only until I restarted.
I've also noticed, that the delay slider in Keyboard Preferences does have some effect, but it is very slight. Try comparing the lowest setting with the highest. The highest will have a long delay but it's still way too short.
