Regarding "try to do the job that others won't do", it's done already, on other pm-utils bugs. On Ubuntu Hardy, the bug where pm-utils won't use uswsusp is Bug 246053, and the solution there as well. On Ubuntu Intrepid, to get pm-utils to use uswsusp, well I've posted my solution above already, but it's a duplicate, since it's been posted elsewhere, see https://bugs.launchpad.net/ubuntu/+source/pm-utils/+bug/267141/comments/55 and Bug 136737. Both solutions are much more elegant than rewriting an entire HAL script that could cause breakages (and an influx of bug reports from people who have broken their systems due to following your malformed solution. > have a nice day.
