There has been a regression here in 8.10. While in previous versions of Ubuntu toshset could be used relatively easily to turn bluetooth on and off, it no longer works.
This has been documented in other places, eg bug 269831 - the toshiba and toshiba_acpi modules are no longer provided. Recompiling the kernel (2.6.27) with these drivers as modules (no other changes) still doesn't allow toshset to work.
