This issue is caused by a samba mount using (smbmount). If I manually
bring down the mounts using smbumount prior to shutting down the system
shuts down fine.

The network mounts are listed in /etc/mtab correctly, so this must be a
bug in Network manager not being aware of the mounts in question??

Anyway I hope this helps others ... a simple resolution/quickfix is to
create a script to smbumount prior to shutting down.
