I reopened the bug, adding the version information as requested.

When i upload or download a file the transfer-window is always on top, that i
think it's not true to be ever on top.
If the file is big the user can't chat fluently.

+ Update: I have this problem too: the file transfer window is on top of any
pidgin window and can't be minimized, covering chats and contact list.
+ The version in which I found this bug is 2.5.2-0ubuntu1 .
