Ah-ha. Brasero does detect a CD-R correctly if you first burn a disk
using Rhythmbox.

It did the following:

1. booted up and logged on
2. inserted a blank CD-R
3. started Brasero: it gave its usual error about 0:00 min free on the CD-R
4. closed Brasero
5. opened Rhythmbox
6. burned a playlist to the same CD-R
7. closed Rhythmbox
8. opened Brasero
9. ejected burned CD-R, inserted a new blank CD-R
10. SUCCESS: Brasero reports 1h20 for blank CD-R
