Yes, it is still reproducible in 8.10.

The package in 8.10 is texlive-publishers (2007.dfsg.2-1ubuntu1).  The 
description says:
This package contains the following CTAN packages:
...
 aguplus -- Styles for American Geophysical Union.
...

The texlive-publishers package provides these files (among others, of course):
/usr/share/texmf-texlive/bibtex/bst/aguplus
/usr/share/texmf-texlive/bibtex/bst/aguplus/agu.bst
/usr/share/texmf-texlive/bibtex/bst/aguplus/agufull.bst

However, over on CTAN there are two other bst files with 04 in their names.

It's those files, agu04.bst and agufull04.bst that are key.  Patrick
Daly, the file's authors and copyright holder, has added these versions
to CTAN, but now those files, and the update README, have to find their
way into the ubuntu packages.
