Yes, it is.

In order to reproduce this you should to try to open some files with long 
names. For example, I opened files via smb with non-latin characters in name 
(these names became percent-encoded in 'File' menu). So opened files history 
contains some file names with rather large quantity of characters (more than 
100) and 'File' menu became empty and took width of full display width (I have 
1680).
After opening some files with shorter names they push down long names from 
history list, and 'File' menu became visible.
