This was tipped by aschuring in bug 295136 with Flagman's explanation --
here's another workaround:

STEP A.  sudo gedit /etc/hosts

STEP B.  Change the first line in the IPv6 section

from

# The following lines are desirable for IPv6 capable hosts
::1     ip6-localhost ip6-loopback

to

# The following lines are desirable for IPv6 capable hosts
::1     localhost ip6-localhost ip6-loopback

Wallah!  No more hang at shutdown or reboot or when otherwise using
amixer when no user is logged in.
