All is going the correct way for you. You are using the correct filter and PPD file. It seems that the hpijs driver is clipping the borders according to the PPD settings.
If I run a command line like cupsfilter -m application/vnd.cups-pdf -p /etc/cups/ppd/Photosmart_C8100_series.ppd /usr/share/system-config- printer/testpage-a4.ps > output.pdf and display the output with evince, the borders are cut with the original pstopdf and not touched with my new pstopdf. The command line runs the filter chain without the final driver step (in our case pstopdf and pdftopdf).
