I observe the same problem, also Ubuntu 8.10 with 2.24.1-0ubuntu1 with visual effects disabled. The simplest way I can recreate this behaviour is:
$ echo 'showpage' > test.ps $ evince test.ps & $ touch test.ps As mentioned above, after the last command the evince window comes to the foreground but is not focused.
