You can't really change the place the program will be installed into. The thing is every program (using synaptic or apt-get) is installed somewhere in / or /usr or /usr/share... never in your /home. So this means your root partition (aka "/") needs to have a lot of space.
I'm afraid you'll have to modify your partitions. I think what you'll have to do is run with a Live CD and use Gparted (System Menu) to modify your partitions.
