Public bug reported:

Numlock key does nothing under X11, although it works fine in a console.

The navigation keys of the numpad work fine in Emacs and Firefox, but
produce nothing or a visual bell under urxvt, and produce various
letters and symbols in Midnight Commander. Xev output is as expected.

If I press Shift-numlock, the navigation keys control the mouse pointer.
I understand that this is by design.
