I did some testing here. Enabled the "Editable menu shortcut keys"
option, then opened the edit menu in Dictionary, selected the "Find"
option and pressed "Del". The "Ctrl-F" in front of the option was
deleted, meaning that no accelarator was defined for it. Then tried to
press Ctrl-F to confirm. It was indeed disabled. But by pressing "q" the
find subwindow is still activated.
