I have the same issue with my own USB Camera/Microphone under Gnome 2.41 in Ubuntu 8.10. The exact same fault occurs if I install both the skype package or skype-static-oss package from the medibuntu repos.
I have had to disable pulseaudio to get any kind of sound recorded by my USB microphone.
