That isn't a bug it's a feature. That's supposed to happen. They are
annoying if you don't need them but they are very handy for
accessibility. They tend to be used by people who have motor problems
and have difficulty with precise mouse movements. As pointed out above,
just hit CTRL again and they'll go away.
