It's the same thing with the other users (both admin and non-admin
privileges).

After carefull investigation it turnes out I was not entirely correct:
the volume DOES change when you move the slider, but the change is not
remembered - the moment you hit the volume button again it's reset to
the default value and the sound volume is instantly adjusted
accordingly.

Global system volume workes correctly.
