I've started educating myself about Ubuntu packaging to see if I could fix this issue myself. But it seems that this isn't just an issue of changing the compile time flags. I've also noticed that the original packager has patched the build system files with out using a patch system and I would need to do a lot more research to understand what was done.
I found this message indicating that the reason for being stalled on flite 1.2 is that a patch for shared library support was dropped in 1.3.
